Canada broke a new Canadian Immigration record with 401,000 new immigrants in 2021! All Canadians, except indigenous people, come from somewhere else making Canada a country of immigrants.

In 2020, the Canadian federal government set immigration targets for 2021, 2022 and 2023. The target for 2021 was 401,000 new permanent residents in order to support Canada’s post-pandemic recovery. (2021–2023 Immigration Levels Plan).
Canada reached this target by welcoming more than 401,000 new permanent residents in 2021. Surpassing the previous record from 1913, this is the most newcomers in a year in Canadian history.
In 2019, Canada welcomed over 341,000 permanent residents and in 2020, that number came down to just over 184,500. Before the pandemic, about 30 percent of new economic-class immigrants were in the country when they got permanent residency and 70 percent moved from abroad. In 2021, this was reversed with 70 percent landing from within Canada and 30 percent arriving from overseas.
Some of the changes were holding Express Entry Canada draws targeting Canadian Experience Class (CEC) candidates and launching 6 streams in May offering pathways to permanent residence to as many as 90,000 international students and temporary foreign workers living in Canada.
Even in the middle of the pandemic and all its challenges, like closed borders and domestic lockdowns, IRCC processed a record half a million applications in 2021. The majority of these new permanent residents were already in Canada on temporary status. New programs were launched to attract essential workers, health care professionals, international graduates and French-speaking newcomers. As part of Family reunification, a pillar of the Canadian system, spouses and children were reunited while enabling more families to sponsor parents and grandparents.
Canada needs immigrants
Canada is a small country with only 38 million inhabitants. It needs Canadian immigration to drive the economy, enrich its culture and support its ageing population. Today, 1 in 3 Canadian businesses is owned by an immigrant, and 1 in 4 health care workers is a newcomer. Immigration stimulates innovation, creates jobs and helps reduce labour shortages. Canada will continue welcoming more immigrants while we build the Canada of tomorrow.
Under the Immigration Levels Plan 2021-2023, Canada plans to welcome 411,000 new immigrants in 2022 and 421,000 immigrants in 2023. Immigration Minster Jean Fraser will announce the new Immigration Levels Plan by February 10, 2022. He has suggested the new plan may include even higher targets for 2022 and 2023.
